Media Matters for Democracy is deeply concerned about reports of journalists in Pakistan forced to cover the Covid-19 public health crisis without adequate protective measures and safety precautions. According to one estimate, around 40 journalists and media workers have tested positive for the coronavirus across the country and at least two have died. This is an alarming situation. It not only puts at risk the lives and mental well-being of the journalists but also endangers their families and colleagues.
The physical safety risks and psychological pressures on journalists restrict their ability to supply accurate information on the pandemic to the public. People around the country are constantly looking for reliable, verified, and evidence-based information on Covid-19 so they can protect themselves and their loved ones against the coronavirus spread. Trustworthy information has become all the more important due to the coronavirus-related disinformation and rumours circulating on social media. In the current pandemic, the quality of information can be a matter of life and death. This means that the need for independent and credible journalism is now more urgent than ever.
At the same time, the Pakistani news media is going through an unprecedented financial crisis. Journalists, many of whom have not been paid for months in some instances, are continuing to work tirelessly to report on Covid-19 responses. Reporters and camerapersons in the field have a high risk of exposure to the virus, as indicated in the dozens of confirmed cases among journalists. The anxiety of getting infected with Covid-19 adds to the high-stress work routines of journalists. Critical journalists are also facing online harassment for their independent reporting on government responses to Covid-19. Anecdotal evidence available with Media Matters for Democracy shows that Pakistani journalists are currently operating under tremendous emotional strain.
In this context, we call upon the federal and provincial governments to:
1. Recognise the role of journalists as frontline workers during the pandemic and accord them the protections and support being provided to essential frontline workers such as medical doctors.
2. Facilitate the media organisations to conduct coronavirus tests for their employees and properly implement coronavirus safety guidelines for their workplace personnel and field staff.
3. Release the outstanding advertisement payments to media houses and ensure that the owners of media organisations use these funds to pay the pending salaries of their staff.
4. Ensure that government policies and actions uphold the fundamental rights of freedom of expression and access to information, and direct their political supporters to stop the online and offline harassment of independent journalists.
We call on the media organisations to:
1. Provide necessary protective equipment to their employees and implement safety protocols at newsrooms immediately.
2. Conduct random, pool or mass testing for employees, and provide the employees the opportunity to self-isolate while their test results are awaited.
3. Work with official health departments and private laboratories to ensure that the test results are delivered without excessive delays.
4. Ensure that journalists who have tested positive for the coronavirus receive complete organisational support, including job security assurances and full salary payments, during their recovery.
5. Use national and international health advisories on Covid-19 to develop standard operating procedures and clear safety guidelines for employees, especially for field reporters and camerapersons.
6. Initiate work-from-home policies for programming and support staff.
7. Release pending salaries for employees on an urgent basis.
8. Pledge to avoid job terminations of journalists during the pandemic.
We call on the representative bodies of the media industry to:
1. Develop an industry-wide coronavirus safety policy to protect media workers from Covid-19, and ensure that media organisations enforce the policy effectively.
2. Start a relief fund to support the journalists who contracted Covid-19 and the families of journalists who died as a result of the coronavirus.
3. Negotiate with the government to expedite the release of outstanding advertisement payments.
We call on the civil society organisations to:
1. Document the physical, financial, digital, and mental risks to Pakistani journalists due to the pandemic, and advocate with governments, media organisations, and industry representatives to protect journalists against these risks.
2. Develop response mechanisms and support systems to help journalists against the threats to the physical, digital, and psychological safety of journalists.
3. Provide safety awareness, technical training and learning resources on Covid-19 to journalists to help them report on the coronavirus safely and accurately.
کورونا وائرس نیوز رپورٹنگ کے دوران پاکستانی صحافیوں کا تحفظ : یقینی بنایا جائے میڈیا میٹرز فار ڈیموکریسی
میڈیا میٹرز فار ڈیموکریسی نے ان رپورٹس کا نوٹس لیتے ہوۓ تشویش کا اظہار کیا ہے جن کے مطابق پاکستانی صحافیوں کو مناسب احتیاطی تدابیراور حفاظتی اقدامات کے بغیر کووڈ 19 پر نیوز رپورٹنگ کرنا پڑ رہی ہے۔ ایک اندازے کے مطابق اب تک پاکستان بھر میں 40 کے قریب صحافیوں اور میڈیا ورکرز میں کورونا وائرس کی نشاندہی ہوئی ہے اور کم از کم دو صحافی وائرس کی وجہ سے انتقال کر گئے ہیں۔ یہ ایک خوفناک صورت حال ہے۔ اس سے نہ صرف صحافیوں کی زندگیوں اور ذہنی آسودگی کو خطرہ ہے بلکہ ان کے اہلخانہ اور ساتھی صحافیوں کی جان جوکھوں میں ڈالنے کا اندیشہ بھی ہے۔
جسمانی تحفظ کو لاحق خطرات اور نفسیاتی دباؤ کے باعث صحافیوں کی عالمی وباء کے متعلق درست معلومات عوام تک پہنچانے کی صلاحیت محدود ہو کر رہ جاتی ہے۔ آج کل کے حالت میں لوگ مسلسل کورونا وائرس پر قابل اعتبار، مصدقہ، اور حقائق پر مبنی معلومات حاصل کرنے کی کوشش میں ہیں تاکہ وہ اپنے اور اپنے عزیز و اقارب کی حفاظت کیلئے رہنمائی حاصل کر سکیں۔ کورونا وائرس کے متعلق سوشل میڈیا پرعام ہونے والی جھوٹی معلومات، مفروضوں اور افواہوں کے پیشِ نظر درست اور قابل اعتبار معلومات اور بھی زیادہ ضروری ہو گئی ہیں۔ اس عالمی وباء کے دوران معلومات کا معیار زندگی موت کا مسئلہ بن سکتا ہے۔ اس سے صاف ظاہر ہے کہ آج پاکستانی معاشرے کو خود مختار اور قابلِ اعتبار صحافت کی اشدّ ضرورت ہے۔
لیکن اس کڑے وقت میں پاکستانی نیوز میڈیا ایک ایسے معاشی بحران سے گزر رہا ہے جس کی مثال ماضی میں نہیں ملتی۔ وہ صحافی جو ان تھک محنت سے کورونا وائرس پر رپورٹنگ کر رہے ہیں ان میں ایک بڑی تعداد ایسی بھی ہے جنہیں ان کے میڈیا اداروں نے کئی ماہ سے تنخواہیں نہیں دیں۔ فیلڈ میں کام کرنے والے رپورٹرز اور کیمرہ پرسنز کورونا وائرس سے انتہائی خطرے کی زد میں ہیں، جس کی نشاندہی درجنوں میڈیا ورکرز میں کورونا وائرس ثابت ہو جانے سے ہوتی ہے۔ صحافت عمومی طور پر شدید ذہنی دباؤ کا شکار شعبہ مانا جاتا ہے اور کورونا وائرس انفیکشن ہو جانے کی تشویش سے اس دباؤ میں اضافہ ہو رہا ہے۔ ان نا موافق حالات میں بھی جو پاکستانی صحافی کورونا وائرس کے متعلق سرکاری اقدامات پر آزادانہ رپورٹنگ کر رہے ہیں انہیں اس رپورٹنگ کے نتیجے میں انٹرنیٹ پر بھی ہراسگی کا سامنا ہے۔ میڈیا میٹرز فار ڈیموکریسی کے پاس موجود واقعاتی شواہد اس بات کی طرف اشارہ کرتے ہیں کہ اس وقت پاکستانی صحافی کورونا وائرس کے باعث شدید ذہنی تناؤ کی حالت میں کام کر رہے ہیں۔
اس صورت حال کے پیشِ نظر، ہم وفاقی اور صوبائی حکومتوں سے یہ مطالبہ کرتے ہیں کہ وہ
اس بات کا اعتراف کریں کہ صحافی کورونا وائرس سے بچاؤ کے اقدامات میں بطور صفِ اوّل کےلازمی کارکن اپنا کردار ادا کر رہے ہیں، اور صحافیوں کو وہی امداد اور تحفظ فراہم کیا جائے جو کہ صفِ اوّل کے دیگر لازمی کارکنان، جیسا کہ میڈیکل ڈاکٹروں، کو مہیا کیا جا رہا ہے۔
میڈیا اداروں کے ساتھ ملازمین کی کورونا وائرس ٹیسٹنگ اور مناسب حفاظتی تدابیر پرعمل در آمد کرنے کے سلسلے میں تعاون کریں۔
اشتہاروں کی مد میں میڈیا اداروں کو واجب الاداء رقوم فوری منتقل کریں اور اس بات کو یقینی بنائیں کہ میڈیا مالکان ان رقوم کا استعمال اپنے ملازمین کی تنخواہیں ادا کرنے میں ہی کریں۔
اس امر کا اقرار کریں کہ حکومتی پالیسیاں اور اقدامات اظہارِ رائے اور معلومات تک رسائی کی بنیادی آزادیوں کا معیار بلند کریں گے، اور اپنے سیاسی کارکنان کو ہدایات کریں کہ وہ خود مختار صحافیوں کو آن لائن اور آف لائن ہراساں مت کریں۔
میڈیا اداروں سے ہمارا مطالبہ ہے کہ وہ
فوری طور پر اپنے ملازمین کو حفاظتی سامان فراہم کریں اور اپنے اداروں میں حفاظتی اور احتیاطی کارروائیاں عمل میں لائیں۔
اپنے ملازمین کی کورونا وائرس ٹیسٹنگ کروائیں اور ٹیسٹ کے نتائج آ جانے تک ملازمین کو یہ سہولت فراہم کریں کہ وہ خود کو قرنطینہ میں رکھ سکھیں۔
سرکاری محکمہ صحت اور نجی لیبارٹریوں کے ساتھ مل کر یہ کوشش کریں کہ ٹیسٹ نتائج غیر ضروری التواء کا شکار نہ ہوں۔
اس بات کو یقینی بنائیں کہ وہ صحافی جن کے کورونا وائرس ٹیسٹ مثبت آئے ہیں انہیں ادارے کی مکمل مدد دستیاب ہوگی، جس میں نوکری برقرار رہنے کی یقین دہانی اور مکمل تنخواہ کی ادائیگی شامل ہوں۔
کورونا وائرس کے متعلق موجود قومی اور بین الاقوامی مشوروں کی مدد سے اپنے ملازمین، خاص طور پر فیلڈ رپورٹرز اور کیمرا پرسنز، کیلئے معیاری عملی ضوابط اور واضح حفاظتی ہدایات مرتب کریں۔
پروگرامنگ اور سپورٹ عملے کیلئے گھر سے کام کرنے کی پالیسی پر عمل در آمد شروع کریں۔
ہنگامی بنیادوں پر ملازمین کی بقایا تنخواہیں ادا کریں۔
وعدہ کریں کہ وہ عالمی وباء کے دوران صحافیوں کو نوکریوں سے برطرف کرنے سے اجتناب کریں گے۔
ہم میڈیا انڈسٹری کے نمائندہ اداروں (پاکستان براڈکاسٹرز ایسوسی ایشن، آل پاکستان نیوز پیپرز سوسائٹی، کونسل آف پاکستان نیوز پیپر ایڈیٹرز، پاکستان فیڈرل یونین آف جرنلسٹس) سے مطالبہ کرتے ہیں کہ وہ
میڈیا ورکرز کو کورونا وائرس سے محفوظ رکھنے کیلئے انڈسٹری کی سطح پر ایک حفاظتی پالیسی مرتب کریں اور اداروں کی سطح پر اس پالیسی کا نفاذ یقینی بنائیں۔
کورونا وائرس میں مبتلا ہونے والے صحافیوں اور اس سے انتقال کر جانے والے صحافیوں کے اہلخانہ کیلئے ریلیف فنڈ قائم کریں۔
اشتہارات کی مد میں حکومت کی طرف واجب الاداء رقوم کی جلد منتقلی کیلئے حکومت سے مذاکرات کریں۔
سول سوسائٹی اداروں سے ہمارا مطالبہ ہے کہ وہ
پاکستانی صحافیوں کو کورونا وائرس کی وجہ سے لاحق ہونے والے جسمانی، مالی، ڈیجیٹل، اور ذہنی خطرات کا تحریری ریکارڈ مرتب کریں، اور حکومت، میڈیا اداروں، اور میڈیا کی نمائندہ تنظیموں کے سامنے صحافیوں کے تحفظ کے حوالے سے آواز اٹھائیں۔
جسمانی، ڈیجیٹل اور نفسیاتی مسائل سے نمٹنے میں صحافیوں کی مدد کیلئے جوابی ترکیبیں اور سپورٹ کے نظام ترتیب دیں۔
صحافیوں کو کورونا وائرس کے متعلق حفاظتی تدابیر کی آگاہی، ٹیکنیکل ٹریننگ، اور معلوماتی مواد فراہم کریں تاکہ وہ اپنے تحفظ کو یقینی بناتے ہوۓ اس وباء پر درست رپورٹنگ کر سکیں۔
